We can’t do this alone. MTA is facilitating unprecedented coordination with key stakeholder groups to successfully deliver this project on time and on budget.

We’re working within the tight physical confines of this 100-foot wide, active Amtrak right-of-way that is also used by freight operators. We are committed to working closely with our key stakeholders to balance competing interests and needs, comply with necessary codes and standards, and deliver a project that is beneficial to all. As design and construction advance, we are keeping involved parties informed of project developments.

The following key stakeholders are integral to the successful delivery of this project:

  • Amtrak is the Hell Gate Line owner and operator. Close coordination with Amtrak will continue to ensure the project is delivered on time, on budget, and minimizing effects to Amtrak’s operations.

  • Metro-North Railroad will operate and maintain new service once the project is implemented.

  • Long Island Rail Road is currently undertaking the East Side Access project to bring direct LIRR service into Grand Central Terminal, making tracks available at Penn Station for Metro-North trains.

  • Freight Rail Operators use the project corridor to transport goods to the region. We will work closely with freight companies to ensure their operations continue unimpeded.


This complex project will require close coordination with:

  • City, state, and federal agencies

  • Local elected officials

  • Utility providers

  • Contracting community

  • Commuters

  • Residents, job seekers, and business owners of Manhattan, Bronx, Westchester, Connecticut, stakeholders, and Community Based Organizations (CBO’s)
