A Message from the Penn Station Access Program Executive

Penn Station Access is a transformative regional transportation project that will introduce Metro-North service into and out of Penn Station. Penn Station Access exemplifies the new way that MTA is doing business—we’re using Design-Build, promoting teamwork and collaboration, and implementing innovative techniques. The project utilizes full spectrum Building Information Modeling (BIM) including Lidar surveys – this will enable seamless continuity as the project moves from design through construction into full operations.

A Different Approach

MTA is working diligently to control project schedules and budgets and is implementing several cost containment principles, including:

  • Rebalancing risk with a more appropriate and equitable assessment and assignment of risk;

  • Utilizing design-build contracts and incorporating incentives and penalties into contracts;

  • Reducing red tape by improving review processing time for change orders and contractor submittals and streamlining processes;

  • Less customization and more performance-based specifications;

  • Strengthening project management by appointing a Project Executive/CEO, assigning a single point of accountability for the project;

  • Fostering an integrated team by establishing a co-located office space for the entire project team, including MTA and consultant staff, which encourages innovative and collaborative problem-solving across all project disciplines.

Procurement Objective & Process

We are looking to engage a quality Design Build Team with:

  • The technical experience, capability, satisfactory past performance history, and is in good standing

  • Innovative ideas that will lead to reduced costs, reduced construction impacts, and is able to either reduce or maintain the negotiated project schedule

  • Financial stability and necessary resources, a strong organization, and business integrity

MTA has identified a shortlist of contractors qualified to bid to design and build Penn Station Access Project!

A Request for Qualifications (RFQ) was released in 2019 and in early 2020 MTA identified a shortlist of qualified contractors. MTA has worked alongside pre-qualified teams through a series of one-on-one meetings to collaboratively minimize risks and foster innovation to reduce cost and schedule. The Penn Station Access Project Request for Proposal (RFP) was released on September 20, 2021, marking a key milestone in the Design-Build process.

Disadvantaged Business Enterprises

MTA is committed to doing business with Disadvantaged Business Enterprises (DBE), which aims to increase the participation of minority and women owned businesses in state and local transportation projects. The project team will hold outreach events for prospective DBEs who are interested in working on the project.
